Description SPECIAL INTERNAL / EXTERNAL TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties Under the general supervision of the Complex Area Superintendent of the Honokaa-Kealakehe-Kohala-Konawaena Complex Area, the Complex Area Personnel Specialist II: Provides leadership, planning, and coordination of support services to Complex Area school administrators, serving as the primary point of contact for investigations or legal matters related to personnel and educational issues associated with the [CA name] Complex Area; conducts and/or assists with investigations, fact finding, drafting correspondence or reports, and provides technical assistance with decision-making and resolutions.
Serves as an advisor, consultant, facilitator, and mediator for CAS and school administrators; fields public or internal inquiries regarding legal or contractual concerns associated with the Complex Area and helps with analyses and recommendations to resolve issues at the lowest possible level.
Plans, coordinates, and conducts professional development and leadership activities for school administrators and other Complex Area personnel; assists with Complex Area initiatives related to human resource development activities that support school administrators with developing, maintaining, and operationalizing their school visions.
Serves as a liaison to state office resources; identifies and coordinates use of resources with and among schools, between complexes, and in other Complex Areas when needed; facilitates short and long term strategic planning with school administrators; coordinates and implements complex wide or Complex Area plans.
Assists and supports school administrators to ensure compliance with federal and state mandates as directed.
Performs other related duties as assigned.
Minimum Qualifications Education: Graduate from an accredited college or university with a bachelor's degree in business administration with specialization in human resource management, or with specialization in management which included course work in personnel administration and industrial relations.
Desired Education: Graduation from a regionally accredited college or university with a degree in education, law, or other subject/field appropriate to the area of assignment.
Experience: Four (4) years of responsible professional work experience in one or more specialized areas of human resource management of which one (1) year shall have been in an education program, agency, or system.
Desired Experience: Four (4) years of responsible professional work experience in education, implementation, and compliance with federal and state laws, such the No Child Left Behind Act of 2001, IDEA 2004, Section 504 of the Rehabilitation Act, and/or related subjects pertinent to the areas of assignment.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department.
Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge: Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices pertinent to the area(s) of assignment such as collective bargaining and dispute settlement; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Federal and state laws relating to education; processes of change to assist school administrators with implementing policies that relate to education and other areas of assignment.
Ability to: Provide analytical and technical services in human resource management in the area(s) of assignment; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to: Provide leadership, planning, coordination, and technical assistance in the areas of assignment at the complex area and school level; oversee, analyze, and evaluate plans, programs, educational, contractual law, and collective bargaining unit agreements; use tools, equipment, instruments, and other devices appropriate to the areas of assignment Supplemental Information SALARY RANGE: EOSR-7, $107,345 to $151,953.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $107,345.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations.
All new external applicants will be placed on the initial step of the salary range.
However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors.
Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
