Appointment may begin approximately February 2024, pending availability of funds and actual staffing requirements.
Duties and Responsibilities Maintain close and effective working relations and communication with state, federal, private and public agencies, media; and coordinate the dissemination of information relating to Hawai'i Community College (HawCC) operations, programs and activities.
Review, analyze and evaluate existing publications activities (e.
g.
, publicity of college programs and activities, soliciting of donations) and revise if needed.
Develop, implement and manage new publications and activities (e.
g.
, alumni program, legislative support) to promote HawCC and its services.
Responsible for composition, makeup and distribution of a wide variety of public relations materials, both written and pictorial, including news and feature releases.
Make recommendations directly to the Chancellor and modify marketing and recruitment efforts accordingly to meet the needs of the College.
Develop and coordinate a marketing plan for the College.
Develop short- and long-range plans to promote HawCC.
Advise, consult and communicate new ideas and concepts to HawCC administration, faculty and staff and develop internal guidelines for dissemination of information on policies, procedures and techniques.
Coordinate external affairs and relations activities with appropriate University executives, administrators and community members.
Assist the Chancellor and administration with legislative and community relations activities; may serve as the primary College liaison with government, media, and community.
Prepare oral and written information for release.
Serve as liaison to the media for public relations activities.
Serve as the liaison to the University of Hawai'i (UH) System Public Relations Office.
Represent the college on the UH Community College System Marketing/Communications Committee.
Develop and administer a marketing budget.
Coordinate with appropriate college staff to promote the college, its programs, and enrollment through outreach activities, info sessions, orientations, in-service training, enrollment activities, college fairs, receptions/orientations, or media venues.
Promote HawCC at federal, state and county government levels; on the Big Island and, in particular, Hilo; continental U.
S.
(especially on the West Coast); and among Asian-Pacific Rim and Pacific Island natives.
Assist with timely communications in the event of a crisis.
Perform related work as assigned, including, but not limited to, serving on institutional and system-wide committees, participating in community service, pursuing in-service training; and other programs of professional self-improvement.
Establish and maintain effective working relations with University and community individuals.
Assignments may include day, evening, and/or weekend, on and off campus.
Other duties as assigned.
Minimum Qualifications Possession of a baccalaureate degree in Business Administration, Education Administration, Public Administration, Communication, Educational Communication and Technology, Marketing, Public Relations, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for public relations, promotions or marketing; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the area of publications development and/or public and media relations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with community college publications.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Ability to write and edit news releases, articles and speeches and to adapt them to various public information media.
Ability to convert basic ideas into newsworthy format.
Ability to communicate complex issues and concepts to a general audience.
Proficiency with word processing, spreadsheet, database, PowerPoint, desktop publishing and World Wide Web.
Valid driver's license.
Demonstrated knowledge of social media platforms and ways to utilize to market.
Desirable Qualifications Master's Degree in related field.
Experience working in and knowledge of a post-secondary education institution.
Demonstrated commitment and/or experience promoting equity and a diverse workforce/academic environment.
Demonstrated commitment and/or experience supporting the success of students.
